New Delhi, June 10 (UNI) Union Minister of State for Home Affairs Nityanand Rai said on Tuesday that the sole aim of terrorism is to spread fear and destabilise societies across the world and therefore it must be decisively defeated.

Speaking at the 23rd NSG International Seminar here, he said that terrorism has become the most serious threat to global peace, development, and human rights.

"It is our experience that to completely defeat terrorism, we need more than just military action. Global cooperation is essential. Countries must come together, share intelligence, and expose the motives and mechanisms of terrorists to dismantle their networks effectively," Rai said.

Highlighting the cross-border nature of terrorism, the Minister noted that it is not confined to the geographical boundaries of any one nation. "The challenge is national, regional, and global. Anyone who does not oppose terrorism is also a party to it," he warned.

Rai further asserted that terrorism should be recognised as a universal threat, regardless of where it strikes — be it India, Israel, the United States, or Europe.

"If the global community truly wishes to defeat terrorism, it must identify and confront all its manifestations without bias or exception," he added.

Reaffirming India’s unwavering commitment to the global fight against terrorism, Rai said, "India, as a responsible democratic nation and is fully committed to cooperating in global anti-terrorism efforts—whether under the framework of the United Nations, through bilateral engagements, or other international initiatives."

"India has always been a strong partner in the fight against terrorism and will continue to play this role with full determination," he added.

Describing the National Security Guard (NSG) as a strong pillar of national and internal security, Rai said the organisation has made the country proud on numerous occasions—whether in combating terrorism, handling plane hijackings, or assisting citizens during natural calamities.

He further added that they have faced every challenge with unwavering determination.

On the occasion, Memorandum of Understanding between NSG and state polce forces was signed and the annual magazine of the organisation titled Bombshell was also released.

Present on the occasion were Home Secretary Govind Mohan, Director General of NSG Brighu Srinivasan and Director, Intelligence Bureau Tapan Deka.

The two-day seminar will serve as a multi-domain platform for global and national experts to deliberate on evolving counter-terrorism challenges and cooperative responses.

This year's seminar is centred around the vision 'Forging Collaboration and Innovation to Counter terror Threats and Address the Complexities of Modern Terrorism.'
Initially, Union Home Minister Amit Shah was supposed to be the chief guest of the event but due to some urgent commitments, he could not attend.
